Protocol WRC-IWR
Water reused is water not withdrawn.
The protocol for industrial reuse loops. Each cubic metre reused to specification, in place of a withdrawal, becomes a verified certificate.
02In short
How the reuse protocol works.
The protocol certifies water an industrial site reuses instead of withdrawing. It counts the withdrawal avoided, not just the volume treated.
- 01For industrial sites and reuse-loop providers.
- 02Quality is checked against the use specification.
- 03Energy and carbon are recorded alongside, including any increase.
03The gap
Treated water mostly goes back to the river.
Reuse capacity exists. Proof of the withdrawal it replaces is what funders ask for.
04What we verify
Volume, quality, substitution.
- 01Volume delivered by the reuse loop.
- 02Quality against the use specification.
- 03Withdrawal avoided compared with the baseline.
05What it pays for
Built for water-as-a-service.
- Price per cubic metre delivered, verified for both sides.
- Water Resilience Certificates for verified substitution.
- Energy and carbon recorded alongside; a net increase in energy is shown, never hidden.

+Questions
What if incoming effluent is off-spec?
The contract can exclude volumes the provider does not control. The protocol records them separately.
Does all treated water count?
No. Only reuse that replaces a withdrawal counts, compared with the baseline.
What if reuse uses more energy?
Energy and carbon are recorded alongside. A net increase in energy is shown, never hidden.
Who can join the pilot?
Industrial sites and providers that operate or sell a reuse loop. Founding pilots help finalise the protocol.
Who verifies the volumes?
An independent, accredited body checks the evidence and signs. Veracity never verifies.
